These docs are, of course, full of jargon and thus complicated to understand.

And these agencies bury the bad news.

But from what I can gather...they state that the departure/landing curfew at LGA is voluntary.  Not mandatory.

And my guess is that what LGA is angling for, is to eliminate the curfew completely.

NYC needs a 24/7 airport, that I agree with.

LGA becoming a 24/7 airport is a nightmare for folks who live here.

a 24/7 airport here would be a nightmare.

but there are two airports here. either one would be a nightmare for someone.

One strategy the are implementing is to disperse flights all over Jackson Heights. That gets them back to legal limits under any one area and spreads the misery write all representatives and the data. It helps.
