Title: Travers Park Update
Post by: Scott on December 04, 2016, 11:33:21 AM
City: Travers Park rebuild won't completed until 2018
NYC Parks has completed the design phase of the long-awaited Travers Park renovation about a year behind schedule, according to the Jackson Heights Post. The Travers Park reconstruction attempts to unify Travers Park, the 78th Street Pedestrian Plaza and Staunton Field into one, much-greener recreation area with a minimum of fences separating it from the surrounding streets and community.

update from JHBG

Unfortunately, the construction has been delayed again and now won't start until 2018. Just heard this from NYC Parks' District Manager for our area of Queens. It's supposed to be done in phases so some of the park is open at all times, but that also means the work will take longer since they are not working on all of it at once.

This is insanely disappointing. This rebuild was part of what our future move to JH so appealing.

What is going on in Travers Park?

The Jackson Heights Green Alliance (http://jhgreen.org/) sent out an update on the work scheduled for Travers Park back in late December, 2017.  If you click on the Alliance's link, you'll see the same content from that e-mail.  And according to the NYC Parks Department (https://www.nycgovparks.org/planning-and-building/capital-project-tracker/project/6276), the construction phase is to begin this month.

There already flyers between 78th and 79th street on 34th ave regarding no parking on Sunday for farmer market.

The website estimate the construction to take 1.5 yr, hope it will be on time.

A year and half to just complete the green lawn? Or a year and half to do the whole thing including the new toddler playground?  How can these projects take so long?

The Jackson Heights Post has an update on the parking renovation. Apparently the official groundbreaking wasn't until last Friday. A picture is posted in a link in the article. Looks like my tennis playing friends will lose their blacktop tennis court, and the SJA girls softball teams will need a new home. https://jacksonheightspost.com/reconstruction-of-travers-park-is-underway

I still can’t wrap my head around this taking over a year.  Won’t be complete until 2019!!    The Empire State Building was built in a year, get it done you lazy nyc unions. It’s a field and some Astro turf.

That is the insult.  The same union was able to build an iconic skyscraper in a year.  You would think 90 years later they could lay down some Astro turf and put in a grass field in significantly less time. Something is very wrong with the speed In construction these days

Government procurement is a slow, broken process. A simple thing like one small portion of an insurance certificate expiring can cause a delay until it's renewed. There are usually multiple agencies involved, which makes things even slower. There are so many little things that cause major delays that I personally think it's a miracle any time a project gets completed. There is just so much red tape.

agreed, Lilybell. it's the white collar paper pushers causing delays, not the unions.

The playground renovation that was done on 34th Ave and Junction Blvd seemed to be completed very quickly.  Every week when driving by -we would see people actively working and the final results look great.  I am optimistic that this will be finished on-time and create a park that will be used by more people.  (Fingers crossed)
Title: Re: Travers Park Update
Post by: lmaniace on April 28, 2018, 01:58:14 PM
IMHO. there are lots of reasons why Travers Park reconstruction is slower than hoped for, and I don't think any of them are union related.
First was the dispute between Park and Transportation Department over control/responsibility for play street, (which is transportation property.) That may sound silly to us, but when you have a department and a certain amount of money to spend, you don't want to get stuck with an open-ended financial liability, which brings us to the mysterious infrastructure beneath the ground that needs to be scouted out.
Also, government is slow compared to private industry because there is no need for public oversight there.
Finally there is the requirement that at least part of the park remain open throughout the reconstruction. Back in the early-mid 1990s the park was rebuilt all at once and the contractor defaulted. The park was closed for three years if I correctly recall.

Sad to see that half of the park looks almost done, but that construction has been essentially stopped for more than a month. Seems like they are waiting for better weather for the lawn? Is it going to be real grass? I looked up and the park won't be finished till September! Gosh, why does it take so long?

From what I see, looks like a big improvement. If it turns out great, I don't mind the wait.  When the time comes, hope they green the Garden  School concrete jungle. Now that would be worth waiting for!

It would be a travesty to keep the park closed for another summer. It looks so close to finished that seems unlikely but
no dates have been publicized for an opening in spring or summer. Lets hope something is announced soon.

the fact that large portions are set aside for use by children is a mitigating factor. those inspections, clearances, etc. are more closely examined.

Don't think NYC Parks ever said it was going to take less than 18 months to renovate Travers Park. The department always said they would renovate in phases so that some part of the park is *always open.
I don't see how the "Great Lawn atop Mount Jackson Heights" could possibly be open this year. The sod needs to be rolled out and have a growing season to properly root before people do what they do atop it. I don't know if that means it can open in the fall or next year.
To answer someone else's question, there is to be a completely seperate renovation of the kiddie area under a plan announced, I think, early last summer at the park. This came ab out when new funding became available.

*Back around 1994, the entire park was closed for 18 months to two years due to a problem with the contractor who had started the work and the job had to be rebid. We may justifiably complain about somethings, but NYC Parks is much better run the last couple of decades.

The Jackson Heights Green Alliance has sent out an e-mail stating that the first phase of the reconstruction work at Travers Park is now open to the public. A lot of the fencing has been removed so far!

From the newsletter:

Some parts of the project including the new lawn, most of 78th St, and the Rory Staunton Field will remain closed for further work, which will be completed over the next few months.

Even though it's cold as the north pole and it's just a part of the renovation, it's wonderful news. I want to thank everyone who worked for it. From Danny Dromm, to the folks at the Green Alliance and JHBG and the hundreds of people who had to rally to get 78th st closed for good. It's the best thing that happened to this neighborhood in a very long time.

Beautiful park, but please neighbors, first thing I saw walking into the park was dogs poop! I see it all over JH, but this is new park, have some respect! If you own a dog, please CLEAN after!

Next, two boys were sitting on one of the benches next to children's playground and smoking marihuana. Everything smelled so it was really uncomfortable to stay there.

And, this new tennis court is also a dog's playground???? Because I saw so many dogs in there. I also saw people bring their dogs to children's playground, and I mean BIG dogs.

The off hours children’s playground that is somehow turned to dog run park is out of control.

When did this become a thing?  How can we stop it?

Any thing worse then a NyC dog owner?   Even the ones that actually pick up the dog shit, don’t actually pick up  all the dog shit.  The smears covering JH and specifically the playgrounds is not just repulsive, but dangerous.

Sadly, there was a fight in the first week of this part of the park being opened with middle schoolers from different schools. No
serious casualties but there was a knife and a baseball bat involved. Some people did not think closing the street was a good
idea based on police getting to the area from Northern Blvd and am part of that group.Hope this was a one off problem but
am wishing for more police presence in Travers Park- even though that has opposition too. I think the open areas are a
skateboarders dream but am wondering if that was the intent? Kind of doubt it.

This morning in the park I saw at least 10-15 dogs all over the park, some even at children's playground! When I thought it couldn't get worse there was a lady with a large dog off leash!!!

I just submitted 311 complaint, but I don't know if it will do any good.

Why don't you, dog owners, request small dog's park in Rory Staunton field, I think that would solve many issues. I was really pissed when I saw this irresponsible dog owner, talking on the phone and letting large dog running around with no leash.

With dog's poop all around JH and now this, I think we have some really bad dog owners here.

if it happens, and it does sound nice, this board will be flooded with complaints about the trash generated in the form of discarded coffee cups, cake wrappers and paper plates/plastic utensils. as we've read in countless other threads, our neighbors are extremely inconsiderate with waste from street food. even if it's street food in a park.

Who is responsible for policing travers park? Is it cops or is it park conservesy?  Of course we can’t have nice things here in JH without it getting absolutely trashed.

1) “official” dog run in new tennis area.  Shit stain city....
2) the two ladies that block pedestrian flow with matching carts filled with crap.  Half of that crap is cheap dollar store silly string.  Which of course will last forever and is all over the park.

is there a sign stating opening/closing hours as there is at many parks? if not, there should be, and those hours should be enforced as strictly as possible -- i'd like the park to remain clean and in good shape as well.

but since i'm rarely out wandering around at four a.m., i'm curious about the nature of this "human garbage" you've noted in the park at that hour. are they public urinators? drug dealers specializing in selling to insomniacs? skinheads looking for the next julio rivera? roving clergy on the prowl for the kids that might come to the playground a bit later?

I don't wander around that time of the morning either. Two nights last week I was awakened by fights between two groups of what sounded like drunken men celebrating the closing of the local bars by moving their party to the park benches. When I went to work at 6 AM there were still a few rowdies passing a bottle and arguing, but no longer as loud. I did notice a couple of nervous dog walkers that were closer, so they might have a better report of what went on. I don't believe these people bothered to read the sign with the hours of operation. It's a convenient place to party if you don't mind waking the neighborhood.

I just saw one of the ladies today picking up some of her stuff from the trash can, and taking it with her! It was a plastic bottle for bubbles, I think. I wouldn't want my children to touch something that is taken out of trash can. It was disgusting! STREETSBLOG NYC:

The City Might Give Up Its Plan to Ban Cars On One Jackson Heights Street (https://nyc.streetsblog.org/2019/03/21/the-city-might-give-up-its-plan-to-ban-cars-on-a-jackson-heights-street/)

The city is abandoning a years-in-the making plan to transform a Jackson Heights street fronting a school and a park into a car-free plaza because a politically connected car-dealership recently opened a service entrance on the block — and activists are howling.

The city was planning to ban cars on the entirety of 78th Street between 34th Avenue and Northern Boulevard to create a seamless play area linking the Garden School, Travers Parks, and Staunton Field — but now it’s tweaking the design to accommodate Koeppel Mazda, which wants to use a portion of the street to move cars around. The dealership is owned by Howard Koeppel, who has long been cozy with politicians such as Mayor Giuliani and Queens power broker Joe Crowley, the former congressman.

“We are working on some minor revisions to the design … in order to provide for limited vehicular access,” said Parks Department spokeswoman Meghan Lalor. “Once those revisions are finalized, we will share them with the Community Board.”

Anyone know what happened today at Travers park with police and ambulance coming? I saw few kids playing on a tennis court when two men with two aggressive dogs came, one dog was biting pants of one of the men. When police came one man (on 77th street) was taken by ambulance and they didn't even talk to the guy with the dogs. He was then laughing when they just went through the park not caring about anything!

If anyone knows what happened, please share. I thought it was great to finally see kids playing on the court instead of dogs, but it didn't last long. I complained to 311 but I guess no one cares.

I'm not understanding your logic here. Do you oppose all access to the public streets for businesses? How about private homes?

Looking at it another way, are you taking up a collection to compensate the dealership for loss of use of their driveway?

So you are for the average Tax payer not having to fund things they find silly, dumb, wrong or immoral?

are you suggesting every business should get handouts from the taxpayer every time that business asks? those bills are going to mount pretty quickly.

why even have the park at all? just let a car dealer buy the land at a deep discount and use it as that dealer sees fit.

"Vowel boy" here. Actually I posed a question to you. You responded with nonsensical hyperbole.

Let's just make everyone happy. Keep the dealership driveway. Turn 78th between the Jersey barrier and Northern Blvd into an off-leash dog run.

i apologize for the snide reference. spending too much time on the internet these days.

sane neighborhoods are removing cars from parks -- from prospect to central. it baffles me that there are those who have such disdain for this neighborhood that they'd cut into the one tiny swath of park we're getting -- and pay for the destruction out of my pocket.

at least the major developers in manhattan throw some crumbs to the unwashed rabble there. what will you and i, the unwashed rabble of jackson heights, get from Koeppel?

Please stop exaggerating. The cars are not driving into the park. Just get a concrete divider at the end of the street and move on. Talk about the Queensboro again.

perhaps you should refrain from telling people what to talk about.

Is the car dealer looking to expand their existing, pre Rory Stanton Field Size (RIP)? Or no?

Did you make a wholly disingenuous argument above? playing loose with the facts to support your own ideology?

What is Koppel attempting to "Buy" at a discount from the Tax Payer?

I was joking and suggesting another topic that has been become discussed to death.

the park plan is being changed.

for Koeppel's private use.

that's a "perk" that i wouldn't get if i were a homeowner.

I am very confused why you are so critical of the people here who want this street gone. I understand you believe there are larger concerns in this neighborhood (and world) and that you personally would direct your energy elsewhere. But the people here who are advocating for the removal are entitled to their own priorities. You fail to make comments other than ad hominem attacks. It is very condescending and says a lot about you.

Why?  Start a topic you’re interested.  Stay away from the ones you are not.  So easy.

There are two sides -or opinions here - and it would be in the best interest of the community if two sides were able to be heard
here. Why can the discussion be civil with both sides able to present their views? Different points of view shouldn't be so
threatening really.
It's not clear cut at all.

City officials were AWOL at an overflow town hall meeting in Jackson Heights on Monday night, when dozens of residents demanded the city keep its promise to transform a single local street into a car-free plaza — a years-in-the-making plan that’s now in jeopardy so a politically connected car dealer can use a portion of the street near deadly Northern Boulevard.

As I asked in another post, hasn't that service entrance been there for decades?  Do you think the city has the right to permanently take away the garage entrance for a business or a private home.  Does the car dealership have an alternative entrance it can use?
